Deliberately, because it does not behave like ordinary household dirt. New construction keeps shedding fine drywall and sawdust for a year or more out of cabinet interiors, closet shelves, window tracks, vent covers and the tops of door casings, and a builder clean removes debris rather than that dust. We work those specific places by hand with HEPA-filtered vacuums and damp microfiber rather than dry dusting, which just moves it to the next surface.
